    Release Cyborg RC2 for Victoria
    
    In RC2, we merged the policy "Change default policy file from JSON to
    YAML" (af49d0b30abed07fa7631c59bebdbe285a1a8a8e), may a bug in deploy,
    and add the documents to describe how to use the new policy, other is
    adds releasenotes for the new policy.
