    Update git submodules
    
    * Update puppet-octavia from branch 'master'
      - Merge "Use tripleo-puppet-ci-centos-8-standalone as tripleo job base"
      - Use tripleo-puppet-ci-centos-8-standalone as tripleo job base
    
        This patch replaces tripleo job definition by the one which is based
        on tripleo-puppet-ci-centos-8-standalone, so that we can disable all
        tripleo job for puppet modules in a single place.
